Uh, i would be suspicious of the former.

NetBSD 'ps' does _not_ need /proc (procfs) to be either in the kernel,
or mounted, to function properly.  If you installed your kernel and
matching binaries, 'ps' should have worked just fine, even with no
/proc.

Maybe that's just a red herring, but it's something that you should
look into and if appropriate report as a bug, separately...
