/etc/rc compares $rc_configured with YES instead of using checkyesno, even if
this test is done after loading rc.subr.
>How-To-Repeat:
Install a new system, set rc_configured=yes and observe that rc claims
that is is not configured.

Use checkyesno as everywhere else...
