In NetBSD/arm32 1.4R, the CATS kernel does not support an old style
PS/2 mouse device, which is supported on i386 as "opms", so old XF86_S3V
binary (which is contained in the CATS CD-ROM) does not work
with PS/2 mouse.

>How-To-Repeat:
Try to use the XF86_S3V server with PS/2 mouse.

>Fix:
The following diffs add opms support to CATS kernel.
(arm32/isa/pms.c is mostly based on i386/isa/pms.c)
