pkgsrc/cross/binutils/Makefile uses the following line when EXRACT_USING_PAX is not defined:
	EXTRACT_ELEMENTS=      -X ${FILESDIR}/exclude
the argument is passed to tar like below:
	tar xf - -X files/exclude
and this fails because -X has to be placed earlier on the command line.

cd pkgsrc/cross/binutils; make extract

1. define EXTRACT_USING_PAX in cross/binutils/Makefile
2. add -X files/exclude by redefining EXTRACT_CMD, not by EXTRACT_ELEMENTS.
