	NetBSD continues to answer packets destined to the IP
	address of an interface marked "down".
>How-To-Repeat:
	On a host with two network interfaces, which is configured
	to be a router (GATEWAY), mark an interface down with
	ifconfig(8).

	send packets from another host through one of the router's
	enabled interfaces, to the IP address of the "down" interface.

	Observe that the router still responds to packets
	destined for the IP address of down interface.
