Well, not really. Older versions of INN are still out there, and,
more importantly, cnews still needs to be able to write to
/var/spool/news directly.

As I've not seen any positive reason not to make it owned by news,
I'm changing it to news:news. If anybody does come up with a good
objection, we can always change it back.
