Packages are supposed to look for pkglibtool, and this is defined in the
LIBTOOL= line in bsd.pkg.mk.  (Is your bsd.pkg.mk fairly up to date?)

Yes.  The libtool ("glibtool") pkg is the generic libtool pkg, which is not
the same thing.
