	Arrow keys do not work when I use emacs and my TERM environment
        variable is set to pc3.  My TERM environment variable is set to 
        pc3 by default when I login.  I use pcvt as my console driver.

	on my computer, export TERM=pc3, then run emacs and try to use the
        arrow keys.
