I think there is a second problem.  Sendmail attempts to figure out if
a DNS error is temporary or permanent so it can decide whether to
return a 4xx or 5xx error code.

It appears to do the wrong thing in the case of a nameserver that is
not a secondary yet is listed as being authoritative in the official
zone file.

(At least thats my read from checking a few of these types of
bounces.  Perhaps its just the "plate 'o shrimp" phenomenon.)
