I tried building -current install floppies, and found that 

1) the INSTALL kernel is compiled without support for the old
partition ID.  This may be a bad idea because it may make using new
install disks to repair old systems difficult.

2) The sysinst program creates partitions with ID 165 instead of 169.
This is a problem because errors are returned from the disklabel ioctl
in newfs and because the install disk cannot recognize the system it
