	When doing a make in some sub directories below /usr/share/man,
	e.g. /usr/src/man/man1/man1.{atari,i386}, make chokes with
	a "don't know how to make all" if NOMAN is defined.

>How-To-Repeat:
q cd src/share/man/man1/man1.atari/
q make
q NOMAN=x make
make: don't know how to make all. Stop

>Fix:
None supplied, but this problem has been introduced recently, possibly
when the Makefile itself was updated about 11 Oct to include bsd.man.mk
instead of bsd.prog.dk, possibly in the related changes in /usr/share/mk.
