Yes.  Actually, i think it's known that a not-insignificant fraction
of PRs that go into the database simply never appear on mailing lists,
because of what I presume to be list software bugs.  The PRs have no
distinguishing characteristics (i.e., they're not confidential, they
don't all hit a specific problem area, etc.), so it's not content
based or anything like that.  It seems that some of them simply get
dropped on the floor by what should be an automatic, "foolproof"
process.

At least some members of 'core' _do_ know about this problem, and as
far as I know nothing's been done about it.  Take that as you wish.
