	I have several machines with aic7880 based scsi cards.  When a
disk(s) is jumpered to ID 8 or above, sync negotiation will never
generate a speed higher than 10mhz.
>How-To-Repeat:
	Jumper a wide disk to an id 8 or above.  Reboot.  If you have
problems reproducing this, I can offer accounts on machines that
demonstrate the problem.
