Old config chokes on this; it's "needs-count", which is at best a gross 
hack.  (I tried to do exactly what you say here already.)

Given that this is really a result of prototyping changes that some folks 
think were done in a sub-optimal fashion, I'm inclined to think that it 
really is in the right category.  The hp300 manifestation is really a 
side effect that wouldn't have been noticed otherwise.
