>Description:
	When writing to /dev/rct8 or /dev/rct12 with a 9145 streamer,
	the tape appears to be rewinding after each successive tape
	block is transferred.  It certainly rewinds on close, regardless
	of whether the no-rewind device is specified or not.  This makes
	it difficult to create, for example, recovery tapes that one
	might use to restore a disk when rbootd isn't an option or is
	inconvenient.

	Also, the lack of a working cartridge tape makes it impossible to
	develop and debug a cartridge tape-based installer.

>How-To-Repeat:
	dd if=/usr/mdec/rbootd/SYS_INST of=/dev/rct12 bs=16b
	dd if=/netbsd of=/dev/rct8 bs=16b

	Reboot and note that the ROM can't loading SYS_INST from tape.

	Unknown.  Until we know what pr 1874 is about, I'm not sure
	we can discount that, but I'm inclined to think the problem
	lies elsewhere (since that pr also affects the rd driver).
