On a sparcstation, i see:

$ uname -mrs
NetBSD 1.0-ALPHA sparc
$ ls -la /bin/expr
-r-xr-xr-x  1 bin  bin  90112 Jul 10 12:45 /bin/expr
$ expr foo : foo
1
$ echo $?
0
$ expr foo : f
1
$ echo $?
0
$ expr foo : xxx
0
$ echo $?
1

I.e. it seems to get everything except the first case.
