The solution I attempted above - installing latest termcap with :km:
in the pc3 entry seems to have been correct.  I've just fired up my
computer after moving house and alt now works as meta key!

I would have thought a "make install" would have been sufficient
followed by re-starting emacs - but a reboot has definitely done the
trick.
