I think in this sense, it is. I mean, you could choose to put a
photo of your pet parrot on the card, but that would hardly be
commercial use of your parrot, right?
The bank isn't using the logo for their own commercial purposes any
more than they would a picture of your pet dog, and neither is the
card holder. Rather, the card holder is using the logo in a highly
visible way to promote NetBSD.
