Munich calculated that linux had lower total cost of ownership even if they
had to deal with patent lawsuits.

Governments have a fiduciary duty to spend tax dollars wisely.
Open source (whether linux or *BSD) is higher quality, creates
fewer problems, and costs less than wintel.

Thus taxpayers should be suing governments that use wintel.
Or writing ballet measures.
