If you feel that the "libh" project over at FreeBSD would be helpful
to package management on NetBSD, now would be a fine time to lend a
hand.  I'm pretty certain the folks who are developing it would love
to have a NetBSD presence along with some contributions of time and
code.  I'm sorry I don't have a URL handy, but searching for "libh" 
on the FreeBSD search page should be enlightening.
