The owner can do with the software whatever s/he pleases.  The
software can be licensed to any number of parties, with as many
different terms.  The terms may even be conflicting:  the software
can be licensed to one person with requirement to redistribute
sources, while another person might not be required to do so.

The only time conflicts are not permitted is when the owner
provides an _exclusive_ license to someone;  in that situation,
the owner is not permitted to provide the software to anyone else
under any terms.
