Fine. We just need people to do the work. I've cc-ed your comments to
the www team.

The configuration of the website is setup so that you can configure
the webserver so that
    http://www.netbsd.org/		english pages
    http://www.netbsd.org/de/		german pages (or whatever the ISO
					language code is for german)
    http://www.de.netbsd.org/		redirects to www.de.netbsd.org/de/
    http://www.de.netbsd.org/index.html	english index.html

That way German's going to www.de.netbsd.org end up with german pages,
but mirror references from www.netbsd.org can specifically go to the
english pages.

We've actually set things up so that www.jp.netbsd.org can work this
way, but I don't recall if much translation has been done.
