Issues:
 - ARM; this counts out FreeBSD
 - embedded sounds like a system with small memory. the lower limit
   that the various OSs support here may have an impact, depending on the
   system you want to port to.
 - Similarly, device drivers.
 - For "which OS", you need to know what OS functionality you exactly
   need. When you choose some Linux distrib, you usually need to start
   hacking a lot of things to fit your needs, unless you find a distrib
   that fits you. BSD may offer advantages here. And given that of the
   above choice NetBSD is probably the only one that comes with support
   for i386 and arm in one source tree as already shipped, that'd may
   help. Else you'll spend more time maintaining your own OS than you can 
   concentrate on your application(s).
