The responsibilities of core are not clearly delineated, so it boils
down to "everything."   WRT code review, sometimes the person best
qualified to review a change is a core member, sometimes not, and
sometimes the core member who could review some code doesn't have time
(code review is a pain in the ass, and there's only so much of it any
moby hacker can do).   So you see that this is a load that is better
distributed to whomever can do it effectively at any given time,
rather than being heaped on core members exclusively.   Likewise PR,
business, and all that stuff.
