Uhh... not exactly. The ttyflags program is run at startup and does
the requisite ioctls so that the ttys initially have the specified
baud rate, among other things. You're right in that it doesn't affect
cu, which does the ioctls itself, but if you cat something to the modem
port, for example, it will be at that speed.
