Uhm, I'm afraid that's the case.  I've never heard of anything like
that, especially in /dev directory?  What you describe sounds bit like
/etc/ttys, but it doesn't (and shouldn't) change the serial speed of
the port for cu.

You might also have to edit /etc/gettytab, to prevent getty from
running on /dev/tty00 (or whichever the port your modem is connected).
