Which shell are you using? I use 'bash' and it has tab-completion built in.
If you're using csh, I think that you can 'set filec' to get filename
completion with the Escape key. (I don't use csh on NetBSD myself, but 
I know this works on some other csh implementations.) 

If you're using sh, I can't help you.  ;-)
