help with SFTP

I am looking for some guidance in a problem I am having with SFTP and the iSeries systems. I have two systems I have installed SSH. System A will SFTP to System B with no problem. When performing a SFTP from System B to System A I get permission errors. I created duplicate user profiles with what I can tell duplicate authority. I have tried everything. Do you have any ideas or know where I can possibly find a solution for this error?
