resulting sshd no longer accepts password authentication:

sshd-session[11328]: fatal: sshpam_init: called initially with no
packet context [preauth]

This happens on all my aarch64 machines.
Kerberos and key based logins still work fine.

Does anybody else is seeing this problem?

Yes, it happened to me too (on aarch64, and then I reproduced and
tested further on amd64). I opened a PR about it, but nothing useful
to share at this point.
