This is "flash" from vt220 (<CSI><?>...<h>, in general, turns
something on, and ...<l> - turns it off; <5> is inverse screen).

Are you sure you turned flash off in vi settings?  On vt100 there's no
flash capability, so flash() function falls back to beeping.
