I now have an AC 8260 card and see the following behaviour:

- On boot, it always connects to the wifi network.
- After ifconfig down followed by ifconfig up, it fails to start
  a network scan and stays disconnected.
- After another ifconfig down followed by ifconfig up, it connects
  again quickly.

Basically, the first and then only every second attempt succeeds.

Trying to reassociate with wpa_cli also shows questionable
behaviour. First the rescan attempt fails because another
scan is already active, and most of the time it then
disconnects/reconnects continously.


In either case, the behaviour seems to be triggered by dhcpcd.
If I stop dhcpcd, then every down/up sequence and every
reassociation is sucessful. A workaround is to disable
link monitoring in dhcpcd.conf like:

interface iwm*
  nolink
