Please don't do that, a configured banner needs to be able to override
any other output.

I have an example of zero output on the wiki:

	https://wiki.netbsd.org/security/custom_cgdroot/

It uses:

clear=1
timeout=0
fs=cgdrd.img
banner=loading...
menu=:boot netbsd -qz
-->8--

and I would actually prefer to have a way to totally supress the banner.
