I haven't used xterm in ages, but defining key bindings might help
here.  E.g. - from a very old xresources file:

XTerm*VT100*Translations:#override \
        Shift<Key>Prior:        scroll-back(1,page)     \n\
        Shift<Key>Next:         scroll-forw(1,page)     \n\


The function to "input" literal text into the terminal is
string("text") or string(0x42)
