Also, the GNU zip utilities (gzip, gunzip, gzcat) just hang (in state
"parked") when run on aarch64 after the above commit.  Reverting it lets
them work correctly again.

(Noticed while installing an upgrade - the upgrade stopped progressing
after base.tgz had been unpacked.)
