netbsd-9 MKDEBUG{,_LIB) build vs debug set lists?

As I build everything with MKDEBUG=yes MKDEBUG_LIB=yes. recent updates
to the netbsd-9 branch cause build breakage. E.g., on i386 and sparc:

======  1 missing files in DESTDIR  ========
Files in flist but missing from DESTDIR.
File wasn't installed ?
------------------------------------------
./usr/libdata/debug/lib/libpthread.so.1.4.debug
========  end of 1 missing files  ==========

The amd64 build has a number of files listed (from
DESTDIR/SETS.destdir.missing:):

./usr/libdata/debug/lib/libavl.so.0.0.debug
./usr/libdata/debug/lib/libnvpair.so.0.0.debug
./usr/libdata/debug/lib/libpthread.so.1.4.debug
./usr/libdata/debug/lib/libumem.so.0.0.debug
./usr/libdata/debug/lib/libuutil.so.0.0.debug
./usr/libdata/debug/lib/libzfs.so.0.0.debug
./usr/libdata/debug/lib/libzfs_core.so.0.0.debug
./usr/libdata/debug/lib/libzpool.so.0.0.debug
