Radiotap header allocation has changed ... who needs to know

Hi,

I am trying to ensure that those people who deal with radiotap headers
(you will know who you are) are aware that the allocation of Header
Bit Numbers has changed and radiotap has switched to using TLVs now.

This is important because already one group tried to use bit number 28
(which is no longer free) when they should have used a TLV.

Wireshark has now been updated to let people know.
