Minor annoyance - keyboard LED not restored

This is on a amd64 8.99.37 system built from sources dated 2019-04-24 23:45:06 UTC, and with in-tree (native) Xorg...

When switching from the X session on VT05 to any other VT, the state of
the "NumLock" LED is retained. However, when switching to the X session
the LED is always turned off, regardless of previous state.

The internal keyboard state appears to be maintained correctly, as the
numeric keypad still generates numbers (rather than cursor movement
escape sequences), and pressing the NumLock key _twice_ turns the LED
back on.

I've noticed discrepancies with the NumLock LED before, but never
bothered to look into it in any detail until just now. So I don't have
the slightest clue as to when this might have started.
