It does not do that for me, but:

swapctl: setting dump device to /dev/sd0b
/etc/rc: WARNING: No swap space configured!

and swapctl -l says:

Device      1K-blocks     Used    Avail Capacity  Priority
/dev/sd0b     4197717        0  4197717     0%    0

I guess exit codes are randomized...
