I bet no one builds with just IPSEC and not IPSEC_ESP.

I just enabled the minimum needed to elicit the fault.  Enabling the
other IPSEC_* options does not affect that.  Normally, I do enable
IPSEC_ESP (and IPSEC_NAT_T for routers).  My initial trials had the
other options on, but IPSEC alone was all that was needed to break it.
