Build failure - tests/lib/libc/regex/h_regex not being built

Hmmmm.  It seems that with the recent addition in the Makefile of

        TESTS_C=t_exhaust

suddenly the

        PROG=h_regex

line isn't working.  I'm no expert in the Makefile stuff, but I wonder 
if TESTS_C happens to use/override the PROG mechanism?
