touch/utimes problem

After updating a amd64 system to -current last night, I noticed all files 
un-tar'd from the install sets had wrong date/time stamps.  Checking further, 
it seems to be some problem with utimes(2):

$ rm t1; date;touch t1;stat  t1;touch t1; stat  t1; date
