I think this is problem with detecting that the install has finished
and quitting the install VM, not with starting the new one.  For some
reason, pexpect doesn't seem to be recognizing the "halted by root"
message.

Have you updated your host OS around the time when the problem
started?  I'm wondering if it might be suffering from kern/45187.
