My automated i386 tests are also dying with a kernel panic every time.
The problem started with following pair of commits:

  commit 2011.04.11.22.31.43 rmind src/sys/kern/uipc_sem.c 1.30
  commit 2011.04.11.22.31.43 rmind src/sys/sys/file.h 1.72

and is still there as of today (2011.04.13.12.40.54).

Logs are at <http://www.gson.org/netbsd/bugs/build/commits-2011.04.html>.

Cannot reproduce the problem by running tests in src/tests/fs on my host.
Nor I really see how semaphore would affect file systems (file.h change
should have no harm). Also, new semaphore code itself was tested, and
seem to work for me well.

Can you collect more data?

I'm working on getting a backtrace out of ddb. But I'm also having trouble with reproducing it locally. It fails frequently on the automated test bed, but not if I run it manually. :(
