Yes, it is.  I even added a 'sysctl machdep.est.frequency.' to
/etc/rc.local and checked right at boot.  I tried playing with the
various strange options in the BIOS like 'Set Max Ext CPUID = 3', none
of them had any effect.

Wouldn't be surprised.  While I'm on the latest BIOS release,
Supermicro basically stopped issuing updates for the board.

boot -x -v output is below.  acpidump(8) says it can't find ACPI
information, which seems strange, since bootup seems to find it:
