This can have a number of reasons, mostly related to
descriptor fetch and configuration setting.

As a start, you could enable the USB_DEBUG/UHCI_DEBUG options.
There are corresponding global variables which must be set to
something >0.
To reduce noise, it makes sense to set these via DDB just
before the device is plugged in.

Keyboards are low-speed usually. And USB2/high-speed devices
should detect if the hub doesn't support that and stay at
full-speed.
