I believe (but could be wrong) that the guys playing with acpi and power
management put that in there to alert a user of a buggy bios. I don't _think_
it will effect your grub install.
No, it is not related to ACPI or PM. It tells you that your CPU has a
bug and your BIOS vendor is normally supposed to install a microcode
patch.
