In the cases I recall, the wording is something like "...version 2, or,
at your option, any later version".  As I read it, this means that I
can redistribute it under v2 in perpetuity if I feel like it.

If we have any examples that are less clear, I'd have to look at the
exact wording used in order to form an opinion.
