Here is what VALD_ACPI_DEBUG told me:

Fn+F7:

vald0: received ValdStatusChanged message.
vald0: System Event 141
vald0: received ValdStatusChanged message.
vald0: System Event 1c1
LCD bright up
acpi_libright_set: Set brightness to 100%
vald0: received ValdStatusChanged message.
vald0: System Event 100

Fn+F6

vald0: received ValdStatusChanged message.
vald0: System Event 140
vald0: received ValdStatusChanged message.
vald0: System Event 1c0
LCD bright down
acpi_libright_set: Set brightness to 80%
vald0: received ValdStatusChanged message.
vald0: System Event 100

Fn+F6

vald0: received ValdStatusChanged message.
vald0: System Event 140
vald0: received ValdStatusChanged message.
vald0: System Event 1c0
LCD bright down
acpi_libright_set: Set brightness to 50%
vald0: received ValdStatusChanged message.
vald0: System Event 100

Fn+F6

vald0: received ValdStatusChanged message.
vald0: System Event 140
vald0: received ValdStatusChanged message.
vald0: System Event 1c0
LCD bright down
acpi_libright_set: Set brightness to 30%
vald0: received ValdStatusChanged message.
vald0: System Event 100

Fn+F6

vald0: received ValdStatusChanged message.
vald0: System Event 140
vald0: received ValdStatusChanged message.
vald0: System Event 1c0
LCD bright down
acpi_libright_set: Set brightness to 10%
vald0: received ValdStatusChanged message.
vald0: System Event 100

Fn+F6

vald0: received ValdStatusChanged message.
vald0: System Event 140
vald0: received ValdStatusChanged message.
vald0: System Event 1c0
LCD bright down
acpi_libright_set: Set brightness to 0%
vald0: received ValdStatusChanged message.
vald0: System Event 100

... Fine, here the backlight goes out.

Now I try hitting Fn+F7 again to bring it back on. I hit it
11 times. Output:

11 x : {
  vald0: received ValdStatusChanged message.
  vald0: System Event 141
  vald0: received ValdStatusChanged message.
  vald0: System Event 1c1
  LCD bright up
  acpi_libright_set: Set brightness to 10%
  vald0: received ValdStatusChanged message.
  vald0: System Event 100
}

Then, #12 and #13 were obviously hit "too quick", followed
by #14:

vald0: System Event 141
vald0: received ValdStatusChanged message.
vald0: System Event 1c1
LCD bright up
acpi_libright_set: Set brightness to 10%
vald0: received ValdStatusChanged message.
vald0: System Event 141
vald0: received ValdStatusChanged message.
vald0: System Event 1c1
LCD bright up
acpi_libright_set: Set brightness to 30%
vald0: received ValdStatusChanged message.
vald0: System Event 141
vald0: received ValdStatusChanged message.
vald0: System Event 1c1
LCD bright up
acpi_libright_set: Set brightness to 10%

Note the lack of the final 'System Event 100'.

A few more buttonpresses:

vald0: received ValdStatusChanged message.
vald0: System Event 141
vald0: received ValdStatusChanged message.
vald0: System Event 1c1
LCD bright up
acpi_libright_set: Set brightness to 10%
vald0: received ValdStatusChanged message.
vald0: System Event 141
vald0: received ValdStatusChanged message.
vald0: System Event 1c1
LCD bright up
acpi_libright_set: Set brightness to 10%
vald0: received ValdStatusChanged message.
vald0: System Event 141
vald0: received ValdStatusChanged message.
vald0: System Event 1c1
LCD bright up
acpi_libright_set: Set brightness to 30%
vald0: received ValdStatusChanged message.
vald0: System Event 100
vald0: received ValdStatusChanged message.
vald0: System Event 141
vald0: received ValdStatusChanged message.
vald0: System Event 1c1
LCD bright up
acpi_libright_set: Set brightness to 10%
vald0: received ValdStatusChanged message.
vald0: System Event 100
vald0: received ValdStatusChanged message.
vald0: System Event 141
vald0: received ValdStatusChanged message.
vald0: System Event 1c1
LCD bright up
acpi_libright_set: Set brightness to 10%
vald0: received ValdStatusChanged message.
vald0: System Event 100
vald0: received ValdStatusChanged message.
vald0: System Event 141
vald0: received ValdStatusChanged message.
vald0: System Event 1c1
LCD bright up
acpi_libright_set: Set brightness to 10%
vald0: received ValdStatusChanged message.
vald0: System Event 100
vald0: received ValdStatusChanged message.
vald0: System Event 141
vald0: received ValdStatusChanged message.
vald0: System Event 1c1
LCD bright up
acpi_libright_set: Set brightness to 10%
vald0: received ValdStatusChanged message.
vald0: System Event 141
vald0: received ValdStatusChanged message.
vald0: System Event 1c1
LCD bright up
acpi_libright_set: Set brightness to 30%
vald0: received ValdStatusChanged message.
vald0: System Event 141
vald0: received ValdStatusChanged message.
vald0: System Event 1c1
LCD bright up
acpi_libright_set: Set brightness to 10%
vald0: received ValdStatusChanged message.
vald0: System Event 100

And finally, at this point the backlight goes back on. It seems not
enough to try to turn it on by going from 0% light to 10% light.
ISTM you gotta hit it 'quick enough' to fake it into believing it's
going from 10% to 30%; then finally it's going on again.
