I see substantially the same problem, while a 4.99.30 kernel boots OK. 
If I get time later tonight, I'll see if I can isolate the change that
causes the problem.

I should note that, like the other two reports of this, I have a
motherboard with an Intel chipset.   (mine's an ICH9)
