No, neither did ACPI power off for that matter.  I have WinXP on the
machine too, the power management appears to work ok there.

No.  When I do the apm command the kernel says it is entering S3 but
then nothing useful happens - the display just stays on and then the
CPU fan ramps up to flat out which only happens when the CPU is
working hard.  The capslock still toggles and, interestingly, I can
escape to DDB but the only thing in the traceback is the mechanics for
entering DDB (keyboard intr and so forth).
